After the issuance of an Airline License to an operator by the Federal Government of Pakistan, it is a regulatory requirement to obtain an Air Operator Certificate (AOC).

• The purpose of an AOC (Air Operators Certificate) is to ensure that any person or company operating aircraft for the purpose of commercial air transportation do so in a regulated and safe manner.

• It is a requirement of ICAO Annex 6, (Operation of Aircraft), EU-OPS and CARs 1994 that the AOC shall be granted before any commercial operation takes place.

• The operator shall comply with all the requirements of Civil Aviation Regulations, and ensure that:-
- The applicant has demonstrated that his Equipment, Ground Handling, Organization Staffing and Training Programmed are adequate to secure the safe operation of the types of aircraft to be included in the AOC
- The applicant can establish and maintain a satisfactory method of supervision of the Flight Operation.
- The aircraft are provided with servicing and maintenance facility and a system of maintenance control is established.
 - The management structure is appropriate and personnel selected by the operator for specified   management positions have required experience and qualification.
  - Manuals have been prepared in advance which describe in detail how company personnel are    required to carry out their duties.
  -  Aircraft meet the appropriate standards and have been proven in flight to be acceptable to the    operation proposed

• The operator shall be issued with the type of AOC for Commercial Operations Airline, Charter, and Aerial Work after the successful demonstration of the regulatory requirements
to CAA.

• Once certificated, the operator is responsible for ongoing compliance with the requirements of relevant legislation. The CAA is required to continually monitor the operation to ensure compliance.

Failure by the operator to comply may result in suspension or cancellation of the AOC.

  1. It is mandatory requirement for an operator to get AOC lisence.
    AOC lisence is issued by DG CAA after the approval from the federal government.
    It is in accordance with the Civial Aviation rule 1994 , National Aviation policy and Air Navigation order ANO-0011-ATR .
    Divided into four types
    1-Regular public transport: it is for the carriage of passengers , cargo and mail for remuneration and licence is given by the approval of DG CAA after federal government approves.
    2- Charter : It is for any specific purpose of air operation , it has two main classes of
    *Domestic
    Class 1
    Class 2
    *International
    Class 1
    Class 2
    Class 1 is for A/C with weight less than 5700 kg
    Class 2 , those A/Cs having weight more than or equal to 5700 kg.
    Lisence in this category is issued by DG CAA after the approval of the federal government under Civil aviation rules 1994.
    3-Aerial work lisence: this is for the purpose of photography , rescue and operations , agriculture etc.
    Similarly liscensing body is DG CAA after the approval of the federal government.
    It has futher two types of international and domestic with classes 1 and 2 having weight less than 5700 kg of aircraft and more than 5700 kg respectively.
    4-Tourism promotion: this is basically for the purpose of tourism promotion.

AOC certifies that the applicant has adequate staff for ensuring security of passengers and other goods.It also certifies for satisfactory supervision of aircraft and staff. AOC also certifies for:
    1 Aircrafts are maintained properly.
    2 Aircrafts meet the appropriate requirement.

    Failure by the operator to comply may result in suspension or cancellation of the AOC.

    Air Operator certificate is issued by Director General of civil aviation authority after the approval of Federal Government of Pakistan.

    According to civil Aviation regulation 1994 part XI the licence will issue to operator by DG CA and approved by the Federal government . AOC certifies that the applicant has adequate staff for ensuring security of passengers and other goods.It also certifies for satisfactory supervision of aircrafts.
    There are four types of AOC
    1.regular public transport licence
    2.charter licence
    3.Areal Licence
    4.tourism porpose and regnal integration.
