  2. Before certifying any aircraft u should have a certification authorization to release that aircraft.
    If a quality manager want to give the certification authorization to any person first of all he will check his/her previous experience which should be of 6 months in the past 2 years.
    A quality manager will check that he/she have any recurrent training and he is up to date about the technology, human factors and organization procedure.
    He should also check that he is competent for that authorization or not.
    A quality manager is all responsible for the issuance of the certificate.
    The scope should be i a manner that both personnel and PCAA will understand.
    All the record of the personnel should be kept maintained and recorded by the organization.

  3. Certification Authorization is The Certificate Provided to AME license holder that Allow him to exercise his license privileges on Aircraft.

    Before Providing The Certification authorization to Certifying staff they must have Recent aircraft Maintenance Experience of Six months in past two years.The Certifying staff must have Continuation training in every two years period to remain up-to-date on Organisation procedure, Technology,Human factor.
    The Organisation Must Access all the Certifying staff for their Competency, Qualifications and their capabilities to perform the intended task according to the ANO.
    The Certification authorization Should be understood by Certifying staff and Any Official Of PCAA for the Scope Of The work that the Certifying staff will carry out.

    The Quality Person stands Responsible on behalf of the organisation for providing the Certification authorization to the certifying staff.

  4. For the release of aircraft a certification of authorization is issued to the aircraft maintenance license engineer.

    I will first check if the personnel has 6 months experience in the current 2 years on boeing777. I have to make sure if the personnel has a recurrent training of up to date technology, organization procedures and human factors. Is the personnel competent, has knowledege, what is his qualification. The certifying staff should atleast have a basic categories or sub categories and has remained in compliance woth ANO 066. The person should atleast be of 21 years of age. The certification authorization scope should be in such a manner that both the maintenance personnel aswell as the PCAA have a better understanding of it.
    The quality manager is responsible for the issuance of the certification authorization.

    Before issuing certificate of authorisation, we must confirm that either he/she is eligible for certification authorisation whether he/she has an understanding and knowledge of how to maintain an aircraft to the required standards.
    We must confirm that whether that he is 21 years old as this is the minimum age for certifying.
    He must have at least 6 months of recent maintenance experience in past 2 years on an aircraft or component, this is done to ensure that he has exercised certification authorisation privileges and has done maintenance on one of the aircraft or aircraft system components specified on its certification authorisation. The quality department must first test the applicants eligibility, qualifications and capability before issuing or renewal of certification authorisation. We must confirm weather he is receiving continuing training, this is done to ensure that he remains up to date with the advancements in technology.
    We will issue certification authorisation to those candidates only who have completed theoretical and done practical training and have relevant experience and knowledge.

  6. The certificate of release to service shall be issued by authorised certifying personnel. The quality manager shall ensure that everything is according to ANO 145. Some of the things The requirements that the quality manager will check is:

    If the certificate of release to service is issued by approved certifying personnel. If the certificate is issued before flight after the maintenance is done. If maintenance is done on a component the authorised personnel shall sign the certificate of release to service so that it can be used on the aircraft.
    If a new defect occurs while doing maintenance the organisation will contact the operator to rectify the defect and if operator refuses the certificate of release will be with limitations. The maintenance personnel will be of 21 in age. He should also have a B1.1 category with Boeing B777 type certificate to issue the licence for this type of aircraft.

    The quality manager will report to the accountable manager.

  7. It is necessary that the person who has certificate of release of A/C can only release the A/C.
    It is the duty of quality manager to check that either person is eligbile for certification to check this manager check that applicant has min age of 21 year.
    Moreover he must have basic certificate of B1 and type rating of Boeing 777.He must be part 66 license holder.He should also have a six month of experience in last two year
    Applicant must have a recurrent up to date knowledge of two year so that he should know any changes in legislation and human factor.Manager must check that either applicant is viable for that work
    Quality manager is responsible on the behalf of the organisation for issuing certification authorisation to certifying staf.

  8. As a Quality manager of ANO 145 Organisation I’ll insure that the following requirements must meet by the aircraft maintenance engineer before issuing the certificate of authorisation.
    He/She must be 21 years old.
    He/She must be up to date with the current MOE manual.
    He/She must have type rating of that Boeing 777 aircraft on which certificate of authorisation is issuing.
    He/She must have 6 month experience of that Boeing 777 in the last 2 years.
    He/She have knowledge and skills so that he can perform the maintenance tasks of B1.1.
    If any of these requirements are not met by the AME Quality manager have the authority to not give CRS to the AME.

  10. For the line maintenance the certifying staff may be qualified in accordance with the national aviation regulations of the state in which the line station is based.

    The certifying staff shall be qualified and authorised for the certain task. ​
    The certifying staff should be 21 years of age.
    It should be assured that the certifying staff are involved in at least 6 months of actual relevent aircraft maintenance experience.
    It should also be taken into account that the certifying staff receive sufficient continuation training in each two year period.
    The organisation shall maintain a record of certifying staff containing the details of any aircraft maintenance licence.
    Also manager should make sure that the certifying staff has training of MOE and proper knowledge of maintenance practices.
    The certifying staff must have b1 maintenance licence.
    Also manager should check with certifying that he carries type course for B777 aircraft.

    The person responsible for the quality system shall also remain responsible on behalf of the organisation for issuing the certification authorisation.

  11. The organisation appointed Quality manager who ensure that all certifying staff and support are involved in at least 6 mmonths of actual relevant aircraft maintenance experience in last 2 years.the person should at least 21 years of age.
    The organisation shall assess all prospective certifying staff for their competence, qualification and capabilities to carry out their intended certifying duties accordance with the procedure as certification authorisation under ANO.
    The certification authorisation must be in a style that makes its scope clear to the certifying staff and any official of PCAA who has the responsibility for oversight of maintained aircraft or component who may require to examine the authorisation.

In a Condition where ANO 145 organisation have maintenance Facility located outside Pakistan shall have Certifying staff having Maintenance License according to National Regulation in accordance with ICAO Annex 1. The Certifying staff shall have 5 Years of Maintenance Experience in line Maintenance and 8 Years of Maintenance In Base Maintenance. In a Case where the Scope of work of Certifying staff shall not exceed Category A type rating shall have Maximum 3 years of Maintenance Experience.
    The Certifying staff in line Maintenance/Support staff in base maintenance shall have Received Training and Passed the Examination of Category B1,B2 and B3 Level.
    If Certifying staff is holding a Category A license the he should have received Task training instead of Complete Type Training
    The Certifying staff In base maintenance should have received training and Passed examination of Category C Level

    The Scope of work of person shall not exceed the Scope of work Defined by National License.

    Requirements to be met by an organisation to hire a certified person outside Pakistan are written in Apendex 4 to this ANO.
    The person to be hired by an organisation must have a license and certification authorisation issued by the competent authority of that specific country and must completely be in accordance with ICAO annex 1. He must have at least 5 years of experience if he is working in line maintenance, 8 years of experience if he is working in base maintenance and if that person holds a category A license then he should have at least 3 years of experience. Organisation must confirm that he has taken human factor and aviation legislation training (M9 and M10) as contained in the apendex 1 of ANO 66.
    Organisation should hire a person who has completed theoretical and practical training if he has a B1 or B2 license and is working in line and base maintenance. If he have a category A license then he must complete a specific task training rather than completing practical training. If that person if working in base maintenance he should have a category C license.
    His work should be within the limitations imposed on his license and certification authorisation by the competent authority of that country.
    After ensuring that all the requirements have been met, organisation could hire that person to preform maintenance.

  14. Certifying staff is the staff who can sign the certificate of release to service.
    If we have an approved organisation outside the country first we have to check that his lisence or authorization certificate is according to ICAO Annex-1.
    The person should only work according to his scope.
    The person who is working should have knowledge about the upgradation of human factor and legislation.
    A personnel who is a certifying staff should have a 5 year experience in line maintenance certyfing staff,8 year experience in base maintenance certyfing staff and 3 year experience in Category A maintenance certyfing staff.
    If he is working as a certyfing staff in line maintenance and support staff in base maintenance then he should have type training of Category B1 B3 or B3 and have passed the examination.If he is of Category A then he should only have task training not type training.
    In base maintenance Category C certifying staff should also have type training and have passed the examination.
    All the personnel of certifying staff signs the certificate of release to service on behalf of the organiation.

    ANO 145 organization is an authorized organization that can perform maintenance on aircrafts.

    There are some procedures which are to be followed by the 145 organization working outside Pakistan. The personnel should be licensed under ICCAO ANNEX 1. The scope of that personnel shpuld not exceed that of the national license or the certification staff authorization, whichever is the most restricted. The experience required for the staff of line maintenance should be of 5 years, base maintenance requires 8 years of experience and CAT A requires of 3 years experience. Line maintenance personnel should have cleared their exams at category B1 B2 or B3 level and have a certification and type license. Line maintenance of Cat A should have task training instead of type training. Base maintenance should have received exam at Cat C level but must have given exam of level B1 B2 B3 before for type training.

    ANO-145 is a approved maintenance organisation.
    Following are the conditions required for the certifying staff qualified according to national aviation regulations of the state.
    * the person should have the license under full compliance of icao annex 1 . the person should have appropriate training of human factors and aviation legislation . the certifying person should have 5 years experience in Line Maintenance and 8 years experience in base maintenance . The certifying staff of the base maintenance shall have the type training and passed the examinations category C according to appendix lll of ANO-066. The certifying and support staff of the Line Maintenance and Base maintenance should have type training and passed the examination of Categories B1 ,B2 and B3 .

  18. In the unforseen cases where an aircraft is grounded outside of pakistan and it has 145 facilities available in that country
    The employee of the organisation which has to certify the aircraft should have equivalent type authorisations on aircraft of similar technologies, construction and system. The employee should have 5 years of line maintenance experience, 8 years of base or 3 years of category A maintenance experience. They should also be trained in and experienced in B1 B2 or B3 experience in which they have to perform maintenance. The should also have studies M9 and M10 modules.
    They are some of the things aircraft maintenance personnel have to follow.

  19. For organization facilitating outside the country certifying staff must be qualified in accordance with the national aviation regulations of the State in which the organisation facility is registered.
    For repeative pre-flight the organization should authorize the flight engineer to certify the aircraft on the basis of flight crew license held after proper training.
    The person should have have a license or certificate of authorization under the compliance of ICAO.He should also have a basic knowledge of Aviation legislation and Human factor.
    A certifying staff has basic experience of 5 year for categary B1,B2 and B3.8 year of basic experience for categary C and 3 year for categary A.
    Certifying staff for line maintenance and support staff in base maintenance has a type rating and clear the examination.certifying staff for base maintinance should also have type rating and clear the realvent examination.
    All the requirement must be following the ANO-66.

  21. In a condition where aircraft is grounded other than our main base and we also have no facility of certyfing staff at that place then we should have to contact other approved ANO 145 organisataion.
    When we contact that approved organisation then we have to tell them all the situation and we have to tell them about our aircraft type and ask them for that type aircraft certified staff.
    If there is a certified staff available then he should have lisence according to that country and also have certification authorization of that approved organisation.
    He should also have 5 year of experience on that type of aircraft and also have type training.
    That organisation will also give us his file in which his all documents are attatched so that we should also have copy of that and we should check his lisence and all documentation.
    Within the 7 days we should inform PCAA about all this situation.
    All the requirements should be according to ANO 145

    If an organisation’s (operators) airplane is grounded at an other location, where there is no certified maintenance person available then the they can contact another approved maintenance organisation which can preform maintenance on that airplane and issue certificate of release to services. The organisation will grant one off certificate to release to service privilege to one of its employe who have a license of an aircraft of similar construction, technology and have similar features and systems or to a person who have 5 years of experience and holds a valid ICAO license on an aircraft that require certification authorisation to practice privileges contained on that license.
    Operator should inform the competent authority as soon as they can within 7 days. Any maintenance done by that person with one off certification privilege, considered unsafe by the operator must be checked by an approved organisation later.

In a Condition where aircraft is grounded in a Location Other then main base then organisation Contracted for maintenance should provide One-off Certification Authorization to one of its personal holding a type rating of the aircraft of the same technology, system and function of the one requiring Certification. The Staff should have at least Five years of Maintenance Experience and have ICAO maintenance license of the aircraft requiring the Certification
    The organisation should have stored the Information of the certifying personnel, Experience and license.
    The Organisation will inform PCAA with seven days after having its Aircraft Certified by the Certifying Personnel.
    All the Maintenance Should be done in Accordance with ANO 145 procedure.

  25. Aircraft grounded at a location where no ANO organization is available we take following actions.

    Firstly we contact another organization so they can provide us with a certifying staff. If they have a personnel who has a licencse in accordance woth ICAO annex 1 and has done a type license of aircraft which has same technology, composition and system, the personnel has atleast 5 years of experience. We will have to issue a one off Authorization certification. PCAA should be informed about this in 7 days.

    The decisions we take are layed in ANO 145. According to ANO we take actions.

  27. Aircraft registeration is the alphanumeric strings that identifies the civil aircraft.
    Before registering the aircraft we should need some documents that are used for registering the aircraft.
    We should need to submit application form.
    We will show our original identity so that they can register the aircraft on its name.
    We will also submit the type certificate that is give by the competent authority of that certificate and we will also submit the type acceptence certificate that will be given by the PCAA.
    We will also submit the approval from the DGCAA to induct the aircraft in pakistan.
    If aircraft is deregistered then we have to submit that form also and if that aircraft is not registered in any country or state then we have to submit its original form.
    We will also submit the export certificate of that state and custom clear certificate of Pakistan.
    We will also submit all the fee or chalan receipt with all our documents.


    If we want to cancel our registration or our registeration is cancelled by the PCAA then following conditions should be met:
    If our aircraft suffer with some destruction like a crash of aircraft in that case registeration will be cancelled.
    If owner wants to give his aircraft to any other person or any other state than registeration will be cancelled PCAA.
    If an aircraft is registered and we havent re-newed our certification of airworthiness for 4 years then our registeration will be cancelled and if aircraft is registered and we havent get certification of airworthiness or not applied for certification of airworthiness for 4 years the. Our aircraft registeration will be cancelled.
    For certification of registeration of aircraft there will be no need of certification of airworthiness but for certification of airworthiness there is need of certificate of registeration.

  28. Aircraft Registration is the document of alphanumeric strings that identifies the civil Aircraft.
    Following Documents are required for the Registration of aircraft.
    Application Form and Proof of ownership, Type Certificate and acceptance type certificate from PCAA. If the Aircraft is new then it will have no Registration anywhere else except where the aircraft is going to be registered or if the aircraft is Registered in another state then it should have de-registration document.
    Aircraft Will Have have its Approval From DGCAA to induct it in Pakistan.

    In the Following Condition the Registration of The Aircraft Will be Cancelled.
    If the aircraft suffer destruction or permanently withdrawn from use.
    The Registration of the Aircraft will be cancelled if the owner itself Request for registration cancellation. If the Aircraft's Certification of airworthiness/Special COA/permit to fly is not renewed or Not Applied for or Not Issued by PCAA for 4 Successive Years The In Such Cases the Registration Will be Cancelled.

    Registration of an aircraft is not a part of continued airworthiness, but it is a pre requisite for the certificate of airworthiness.
    For certificate of registration we shall a provide the following information on the CAAF-128.
    Type certificate issued by FAA, PCAA or NAA to the manufacturer of that aircraft. Type acceptance certificate issued by PCAA if that specific aircraft is the first of its type in this country. All the documents related to Lease of that aircraft should be provided. Documents related to the custom tax clearance should also be provided. A proof of approval from DGCAA to bring that specific aircraft in this country should also be provided. A proof of cancellation of the previous registration from the country in which the aircraft was operating. Any other document considered necessary should also be attached.
    If the aircraft has ceased operation then its certificate of registration will be cancelled. If the owner request the PCAA to cancel the certificate of registration. If it’s COA or special COA has not been renewed for successive 4 years.
    It’s certificate of registration will also be cancelled if the operator fails to gain certificate of airworthiness for its aircraft for consecutive 4 years or If airplane suffers distraction.
